Taken from https://www.shadertoy.com/view/MdlcRf by CaptCM74 with added controls and some minor changes

two horizontal distortion lines and noise effects, chromatic abberation
best for full frame footage without alpha (last frame remains, bug or feature)

Controls:
– Speed
– H-Line (horizontal noise line, animate it with timeline)
– ChromaDistort (spreads disorted color R/B across)

unfortunately, the effect is bottom-up but (white should be on bottom), but it doesn’t affect the video source
